The Brazilian Association of Gays, Lesbians, Bisexuals, Transvestites, and Transsexuals achieved consultative status at the United Nations’ Economic and Social Council on July 27.

The status allows nongovernmental organizations to access UN meetings, deliver oral and written reports, contact country representatives, and organize events.

Achieving the status has always been a lengthy, uphill battle for GLBT groups, but organizations eventually have prevailed in recent years from Australia, Belgium, Canada, Denmark, Germany, Netherlands, Spain, and Sweden.

Some 3,000 nongovernmental organizations have consultative status.
The Brazilian group’s acceptance was supported by Bolivia, Brazil, Canada, El Salvador, Estonia, France, Germany, Greece, Guatemala, Japan, Liechtenstein, Luxembourg, Netherlands, New Zealand, Norway, Peru, Poland, Portugal, Romania, South Korea, Sweden, United Kingdom, United States of America, Uruguay, and Venezuela.

It was opposed by Algeria, Belarus, Cameroon, China, Guinea-Bissau, Indonesia, Iraq, Malaysia, Pakistan, Russia, Saudi Arabia, and Sudan.
Seventeen nations abstained from voting or were not present: Barbados, Cape Verde, Congo, Côte d’Ivoire, India, Kazakhstan, Malawi, Mauritius, Moldova, Morocco, Mozambique, Namibia, Niger, Philippines, Saint Kitts and Nevis, Saint Lucia, and Somalia.

New Delhi: The Delhi High Court verdict legalising gay sex will open the floodgates of immorality in the country. This will not only destroy human values and sacred family relations it will also destablise the social fabric and family structure, said Dr Manzoor Alam, Chairman, Institute of Objective Studies, opening a seminar on the issue at India Islamic Cultural Centre in New Delhi today.

“The Delhi High Court verdict reflects the sentiments of a minuscule minority while the voice of 99.9% of Indian population was ignored,” said Dr Alam at the seminar organized by Institute of Objective Studies on The Delhi High Court Judgement: Section 377 IPC and its Consequences.

The verdict scrapping the Section 377 of IPC which had till then held as criminal act sexual intercourse against the order of nature has infact brought to fore several clashes and conflicts that are serious in nature and confronting the country, he said.

The verdict manifests clashes between various groups and values: elit vs non-elite, rich vs poor, saner vs non-saner, creating national leadership of India vs following leadership of others, dignity of mankind vs indignity of mankind, and natural vs unnatural.

While Section 377 was hardly ever used to criminalize private sexual acts though unnatural, yet it was decriminalized for some great purpose -- to destablise the morality of the country, to turn it into a sex industry, said Dr Alam.

Blasting the argument that Section 377 was brought by the Britishers about a150 years ago, and thus it should have been changed as it was too old, Dr Alam asked: if the sacred relations between son and father, mother and daughter and brother and sister which have been practiced since time immemorial should also be changed.

Delivering keynote address Purshottanam Mulloli, General Convenor, Joint Action Committee, Kannur, lambasted Union Law Minister Veerappa Moily for allegedly influency the courts.

“Moily’s statement praising Delhi High Court order two days ago while the case is pending in the Supreme Court is highly objectionable,” Dr Mulloli said adding that the statement amounts to influence the court.

Mr Moily had did the same 10 days before the Delhi High Court order when he he said he will do something in this regard and that legalization of gay sex will be important to protect one from HIV/AIDS.

While lamenting the media for glorifying the gay sex and insulting religious leaders for their opposition of the issue, Dr Mulloli stressed the need for religious people to come to street against the verdict

JAIPUR, 1 Aug.: The reluctance of mainstream society and moral crusaders to accept sexual minorities into its fold seems to have strengthened in the aftermath of the recent Delhi High Court judgment legalising gay sex as a PIL has been filed at the district and sessions court in Ajmer district of Rajasthan demanding the state government to identify, segregate and set up separate living spaces for homosexual individuals away from the city. The petitioners have also justified these homosexual ghettos claiming that same sex love was the root cause of transmission of sexual diseases and will also have an adverse effect on the morality of youth and children.


Speaking to 'The Statesman', Advocate Mr Kamal Singh Rathore, legal counsel for the petitioners Subash Bhadoria and Shivdutt Parashar, said that the PIL was filed since there was a dire need for the government to identify same-sex lovers and separate them from the mainstream society in the aftermath of the recent court order legalising gay sex between consenting adults. Ironically he also claims that the petition was not directed against the Delhi High Court order but to ensure that the moral and social framework is not broken down in order to accommodate these sexual minorities.
"It is just not part of our culture and traditional values to have such activities in our midst. So the only option is that the government should ensure all measures to set up separate colony for these people. Otherwise bad influence on growing children," said advocate KS Rathore.


The petitioners have also asked the government to identify and prepare a list of homosexuals in the district inorder to facilitate their proper 'rehabilitation'. One of the petitioners Subash Bhadoria, a self proclaimed local PIL activist even told The Statesman that only mentally retarded individuals indulge in unnatural sexual relationships and the concept was against the religious beliefs of both Hindus and Muslims. "We will ensure that the government takes proper steps to protect our culture and tradition.," he added. The PIL was initially rejected by a lower court in Ajmer but the petitioners filed a review petition before the sessions court on the basis of which a notice has been issued to Ajmer district collector asking for a reply before 18 August in the matter.

(CNN) -- A human rights group urged Burundi to reverse a law that makes homosexuality illegal, saying it risks worsening the harsh treatment of gays in the eastern Africa nation.

The new law makes "sexual relations with persons of the same sex" illegal and punishable by up to two years in prison, Human Rights Watch said in a recently released report.

It was enacted just as the gay, lesbian and transgender community had started to mobilize and call for equal treatment, according to the organization.

"The government needs to listen to these voices to understand the harm it is doing to Burundians with its state-sanctioned discrimination," said Georgette Gagnon, Africa director for Human Rights Watch. "The government should rescind this law and instead work to promote equality and understanding."

Before the law, which was passed in April, some gays and lesbians already faced significant discrimination in Burundi, according to the organization.

Some had lost their jobs, others were beaten by parents and local youths, and others were evicted, according to the Human Rights Watch report, which cited accounts by the victims.

Numerous attempts to reach government officials were unsuccessful.

Homosexuality is illegal in most countries in the region, including in nearby Kenya and Uganda, where sodomy laws were introduced during colonialism.

Most African nations have revised those laws to include consensual sex among gay and lesbian couples and made the punishments tougher, according to Human Rights Watch.

"Half the world's countries that criminalize homosexual conduct do so because they cling to Victorian morality and colonial laws," said Scott Long, director of lesbian, gay, bisexual and transgender rights program for Human Rights Watch. "Getting rid of these unjust remnants of the British empire is long overdue."

The role religion plays in Africa has a lot to do with the ban, others say.

"It is wrong from a biblical standpoint, and most African countries are governed based on religious beliefs," said Olatunde Ogunyemi, a professor in Grambling, Louisiana.

"Christianity and Islam are the dominant religions in the continent, and in some cases, constitutions are based on religion, which justifies making it illegal."

South Africa's post-apartheid constitution bans discrimination against gays -- the first in Africa to prohibit discrimination on the grounds of sexual orientation.

Homosexuality is also illegal in other countries, including Ghana, Nigeria and Zimbabwe, according to Human Rights Watch.

WHILE religious gurus are still ranting on the decriminalisation of gay relationships, the community is reveling in the judgment; roaming the country in exclusive tours meant only for gay men. Indjapink.co.in, a website created by Delhi-based fashion designer Sanjay Malhotra, is offering customised tours for gays across the country, anywhere in India and at anytime. These tour packages are open for both gays residing in India and foreigners who want to visit India.

The website is nearly a year old, but it took efforts on the part of the developer to promote it. Now, though, the response is overwhelming. Before Article 377 was read down by the Delhi High Court on July 2, there were one or two queries daily, but now the number has gone up to four to five a day from Indians and also from foreigners, especially from Zurich.

"We're receiving a good response, especially after the reading down of Article 377. At least, I'm breathing free air and so are others," says Malhotra.

The minimum charges for a tour are between Rs 7,500-8,000 and there is no fixed upper limit.

"We're arranging a special India exclusive gay group tour to Goa in October where we will also invite the local gay group and go party on the beaches. There will also be other entertainment programmes," says Puneet Kumar, manager for Indja Pink.

Why name the website as Indja Pink? The owners say that India in Latin is 'Indja' and pink is the colour associated with the gay community. Charges for the four-day trip to Goa are Rs 15,000 per person. For the trip, Indja Pink has also booked a sea-front hotel exclusively for gay men.   

"We have a customised tour package, depending on whether the person wants to travel by a car or a chartered flight. The tour is completely decided by the tourist. We just help him reach conveniently and take care that he gets the best in that location," says Kumar, adding, "House tours, cooking classes, visits to spas, the best massages and gay parties â€" we can arrange them all." The website also reads that if you are a single, the tour operators will pair you up with "pleasant and compatible" roommate.

Police hunt killer of Israel gays

Israeli police are searching for a gunman who killed two people and wounded at least 10 at a gay support centre in the city of Tel Aviv.

Gay leaders say it is Israel's worst hate crime against the community.

Most of the victims were gay teenagers who were meeting at the centre on Nachmani street when the gunman entered and started firing indiscriminately.

Police have ordered the temporary closure of the city's gay clubs and are releasing few details of the search.

Hundreds of police are reported to be involved in a door-to-door hunt for the masked, black-clad gunman, who witnesses said fired in all directions with a handgun.

At one point, three deaths were being reported but later accounts spoke only of two fatalities - that of a young man and a young woman.

The shootings took place at the headquarters of the local lesbian and gay rights association.

Anon Shabtie, who works at the Evita gay bar close to the centre, told the BBC that the gunman had attacked a place which helped young gay people:

We still don't know who is behind this attack but someone that knew this place - because it's not a place you can see outside - knew exactly where is the place, got in, and just shot everyone there.

It's a horrible, horrible shock for the gay community, and the Tel Aviv municipality. Tel Aviv is supposed to be a very safe city.

There is a big anger and if we will know that behind this action it's a religious movement, we will punish the people behind it, and the gay community here is very strong, and there will be a reaction from the gay community and the people in the government will be the first one to give us answers.

"We have a centre for people who want to go out of the closet or get support from the community and they come there every day and there are people supporting them.

"And unfortunately on Saturday evening there are teenagers coming there and they were like I don't know many guys sitting there with a guy who help them.

"And then the guy came with a helmet on his head and he was shooting them without any reason."

Hundreds of lesbian and gay Israelis held a rally and lit candles in Tel Aviv in protest at the shooting.

One woman said she was "terrified, shocked, surprised, amazed" by the attack "because it was so unexpected".

Yaron Arad, who works at a nearby hotel, said the gay community was part of the city.

"We know that Tel Aviv has a very lively gay community with plenty of activities going around," he told the BBC.

"That's actually the surprising issue, there is not at all any homophobic activity in Tel Aviv.

"Jerusalem does not naturally accept the gay community but here in Tel Aviv it's different, totally different story. A lot of parties, a lot of gay people having fun here. That's why it's so shocking what's happened here tonight."

'Inside knowledge'

Annual gay pride marches are often met with violent protests by ultra-Orthodox Jews in Jerusalem.

The head of Israel's youth Gay, Lesbian, Bisexual and Transgender Association, Yaniv Weisman, told the BBC the gunman must have intended to attack the centre "because it's not a place you can see outside".

He said the gay community was demanding to know why it had been targeted.

"The gay community in Israel, in Tel Aviv, today got a message, a very strong message, a red light, that Israel, Tel Aviv, no longer a safe place to no one," he said.

"And if someone can give himself the option just to say like hate and to say things against the gay community, today he can see the pictures and to see what these words can lead to."

Tel Aviv has in the past been targeted in attacks by Palestinian militants but there was no suggestion that Saturday's attack had a political motive.

A police spokesman described the attack as "criminal rather than nationalistic".

Apprehending misuse of Section 377 of the Indian Penal Code (IPC) against homosexuals in the future, Law Minister Veerappa Moily has said the law should not become an instrument of exploitation by authorities.

Moily while admitting that the anti-gay law had been misused in the past, complimented the Delhi High Court for a "well-research, well-documented, well-argued" judgement decriminalising homosexuality.

"If it has been misused earlier, it can be misused in future as well. Any law should not be used as an instrument of exploitation, harassment or allow the authority to misuse it.

"This is one such provision that has a tendency of misuse and exploitation, and has been misused," Moily told Karan Thapar in CNN-IBN's Devil's Advocate programme.

"One thing must go to the credit of the Delhi High Court judgement -- It is well-documented, well-researched, well-argued. I must tell the judges...The subject may be difficult, but at the same time this is one judgement, which has really stood out in the judicial annals of this country," he said.

Pointing out that several laws enacted in the pre-Independence British Raj contradicted the Constitution and may not stand scrutiny, he said, adding that such laws include some sections of the IPC and the Evidence Act.

"We have a Constitution -- many a times the Constitution runs parallel to many laws which were enacted earlier to the Constitution coming into force. This includes many provisions including some of the sections under the IPC or the Evidence Act," Moily said.

"Many of these things (laws), if put to acid test of the Constitution, they may not stand up to the scrutiny. This is the apprehension," he added.

The Law Minister said either the Constitution makers did not anticipate this situation or a review of the laws or the Constitution should have taken place for properly synchronising the two.

On reasons for the Government not asking for a stay of the Delhi HC judgement before the Supreme Court, Moily said it would have been "preposterous", as it was an important question of law relation to Constitutional rights of liberty and privacy.

"They (HC) have given a judgement. As against that, obtaining a stay may be sometimes preposterous, unless we have a final verdict from the Supreme Court," he said.

There would occasions when the Government would not seek to reverse a judgement, he said, adding that the Supreme Court or the Judiciary have rights to lay down the law.

gaysManvendra Singh Gohil, prince of the erstwhile state of Rajpipla, has issued a challenge to those who think homosexuality is a disease. The prince, who is homosexual, has asked such people to cure him of his homosexuality by any means, including yoga.

Gohil was at a function in Vadodara on Thursday to mark the ninth yea`r of the Lakshya Trust, a homosexual rights group. About yoga teacher Baba Ramdev's view that homosexuality is a disease that can be cured, he said: "They should stop making such baseless claims. Such absurd claims do a disservice to society, I have been doing yoga for the last 10 years, but I haven't turned straight. The only thing yoga has given me is that it has made me healthier and more confident."

People in India have fixed ideas about everything, Gohil said. "You do not become an expert on everything just because you are good at one thing. Morality should be guided by reality. It should not be the other way round. I respect everyones right to have his own view on things, but I believe we would be a healthier society if we depended more on reason to understand things than on received wisdom."

He said research provides no instance where a person's sexual orientation changed due to physical exercise. Ramdev recently filed a petition in the Supreme Court in which he quoted Spanish psychiatrist Enrique Rojas in support of his view that homosexuality is a curable disease. "It can be treated like any other congenital defect. Such tendencies can be treated by yoga and meditation techniques," Ramdev's petition stated.
